One of the on-going challenges facing many water and wastewater systems is adequately planning for future events. This page introduces a strategic planning process. The "Trails Through Time (T3)" method guides you through a step-by-step program to identify and prioritize the issues facing your sytem and the specific plans needed to complete or accomplish the resulting goals you set.
