C10.0 Impact Fee Analysis

C10.0, the Impact Fee Analysis System, is very powerful component of WATER Power Tools™. It is useful for developing an accurate and sophisticated impact fee analysis of capital facilities. This system also includes a capital facility planing program - a component necessary for accurate impact assessment policies. A properly developed and implemented impact fee analysis is important to ensure that the users creating either the impacts or the need for a new capital facility or improvement, are properly assessed for their impact, and that the burden of such additions is not placed on existing users - who may have already funded their fair share of the impact(s).

The Impact Fee Analysis summarizes all of the Capital Facilities listed, and then calculates a net impact fee for a water customer and/or a sewer customer service area. This impact fee is based on the capital facility needs of each impact fee system area, ruling out any existing or new facilities that are implemented to repair deficiencies in any area. Further, all facilities needs that are authorized for impact fees are based on levels of service that are at least equal to levels of service in the past. Any improvements to these levels are therefore not eligible for impact fee recovery in this study.
